OVERALL PURPOSE
Direct the strategic planning department within the cluster to coordinate and integrate the processes of strategic planning, portfolios development, budgeting, and spending efficiency control of NWC capital projects for the cluster.


KEY ACCOUNTABILITIES


Managerial Responsibilities:
• Manage the Strategic Planning department and all its processes.
• Lead the department team to perform their duties and achieve the department objectives.
• Participates in the development and implementation of the department's strategy, objectives, and KPIs.

• Communicates and promotes the department's strategy across all relevant stakeholders.
• Participates in the development and implementation of the department's policies and procedures.
• Contributes to the planning of the department's annual budget and optimizes the use of the budget.
• Monitor staff achievements, perform periodic performance appraisals, and provide guidance or coaching to direct reports in performing their delegated duties


Functional Responsibilities:
• Working closely with the cluster project team to develop and regularly update the local master plan for the water and wastewater services in the cluster
• Develop and update the Five-Year Projects Portfolio Plan (5-YPPP)
• Direct the efforts to review the 5-YPPP prior to submission for budget.
• Ensure the proposed 5-YPPP are aligned with NWC’s strategic and critical objectives
• Coordinate the development of Five-Year Projects Portfolio Planning with the development of optimal budgets and efficient spending plan.
• Direct the development of a business case for every project that passed screening process.
• Obtain approval on developed Five-Year Projects Portfolio Plan.
• Coordinate the preparation for obtaining approval for development of the Annual Projects Portfolio Plan and its CAPEX.
• Obtain MoF approval on the Annual Projects Portfolio Plan and its CAPEX.
• Carry out any other tasks requested by the direct manager or the superior that are within the limits of the job, provided that this task does not make a fundamental difference in the basic tasks of the job


JOB REQUIREMENTS

Minimum Qualifications:

• BS (preferred Master) in Engineering or equivalent
